debt adjuster

87a person who has, or ought to have, a Part 4A permission to carry on the regulated activity of debt adjusting and who negotiates with a lender on behalf of a customer the terms of discharge of a debt due under a credit agreement or a consumer hire agreement, or takes over the customer's obligations to discharge such debts in return for payments by the customer, or carries on any similar activity concerned with the liquidation of such a debt.
