(in ELM) an investment firm that:

1. (a) is subject to the prudential rules of one of the regulatory bodies in Appendix C in section 10 of chapter CS of IPRU(BANK); and
1. (b) 8has its registered office (or, if it has no registered office, its head office) in the state in which that regulatory body is established.
