1. (a) the government of the United Kingdom;
1. (b) the Scottish Administration;
1. (c) the Executive Committee of the Northern Ireland Assembly;
1. (d) the National Assembly of Wales;
1. (e) a member state of the EU that has adopted the euro as its currency;
1. (f) the United States of America;
1. (g) Japan;
1. (h) Canada; or
1. (i) Switzerland.
