   1. (a) creates, develops, designs, issues, manages, operates, carries out, or (for insurance or credit purposes only) underwrites a product; or158
   1. (b) in relation to a closed product or an existing product:158
      1. (i) created, developed, designed or issued the product; or158
      1. (ii) manages, operates, carries out, or (for insurance or credit purposes only) underwrites the product.158
1. (5) (in relation to COBS 19, PROD 1.6 and PROD 6) a firm which creates, develops, designs, issues, operates and/or underwrites a pathway investment or a default option.160
